Maite Boyero Egido is currently the Spanish delegate in the Civil Security for Society (Cluster 3), under the Horizon Europe Programme. She’s the National Contact Point for that programme, as well. She’s been acting as security research Spanish delegate since 2008, at that time under FP7, followed by Horizon2020. She has a long experience in the analysis of technical, technological and societal needs in the fields of disaster resilience and crisis management, fight against crime and terrorism, border and external security, critical infrastructure protection and cybersecurity. She leads the coordination at national level within the diverse stakeholders such as security end-users (Ministries of Interior, Defense, Industry and Competitiveness), industry and industrial associations, R&D centres and academia and other sectorial associations in the security and cybersecurity sectors, coordinating the preparation of national positions and relationships with other delegations at EU level in order to coordinate efforts on common interest areas. Participating as speaker or as organizer in more than 100 Conferences, events, fora, training, etc., at National and International level in the fields of Security, ICT and Cybersecurity, since 2008. MSc in Telecommunication Engineering (ETSETB, Barcelona, Spain), Executive MBA at Instituto de Empresa (Madrid, 2007), and Masters in Digital Communications at Telecom Bretagne (France, 1997), she also has a long experience in the Security, Defence and Telecommunications industry. Maite Boyero has been awarded with the Guardia Civil “Cruz de la Orden del Mérito con distintivo blanco” (awarded in 2019 by the Minister of the Interior) as well as the Prize for Women Innovators in Security (2022) by the Spanish technology Platform on Industrial security. She also takes part of the Spanish national Forum on Cybersecurity, an initiative led by the Ministry of Presidency.

Dr. Stefanos Vrochidis received the Diploma degree in Electrical Engineering from Aristotle University of Thessaloniki, Greece, the MSc degree in Radio Frequency Communication Systems from University of Southampton and the PhD degree in Electronic Engineering from Queen Mary University of London. Currently, he is a Senior Researcher with the Information Technologies Institute of the Centre for Research and Technology Hellas (ITI-CERTH) and the Head of the Multimodal Data Fusion and Analytics (M4D) Group. His research interests include multimodal data fusion, multimedia understanding and retrieval, multimodal analytics, artificial intelligence for security (including FCT, BM, DRS, INFRA, CS, SSRI), industrial, media & arts, health and environmental applications. Dr. Vrochidis has participated in more than 100 European and National projects (in 30 of them as Project Coordinator, Scientific/Technical Manager) and has been member of the organization team of several conferences and workshops. He has edited 3 books and authored more than 350 related scientific journal, conference and book chapter publications.

Previously, she served as Chief of the UNDRR Asia-Pacific regional office, covering 38 of the world’s most disaster-prone countries. Loretta served in various management positions at OCHA for over a decade before joining UNDRR, including overseeing the global Cluster coordination mechanism and having responsibility for IASC mechanisms on coordinated humanitarian needs assessments. She also has a background in public health and worked for the World Health Organization in various capacities, including in emergency contexts in Afghanistan, Pakistan and sub-Saharan Africa. Her experience in emergency contexts spans more than 25 years and she is the author of several publications including Lifeline Media: Reaching Populations in Crises which promotes greater accountability to people affected by disasters. Her academic background includes fellowships and degrees from the Harvard School of Public Health and University of Paris-Assas.

Aija Kalnaja, Deputy Executive Director for Standing Corps Management at Frontex, was serving as the Executive Director ad interim as of 1 July 2022 until 28 February 2023. Before taking up the position of Deputy Executive Director, Ms Kalnaja worked as the Director of Capacity Building Division, where she was responsible for pooling and managing the necessary capabilities from Member States and the agency to carry out operations at the external borders, in the pre-frontier area and in third countries. Prior to joining Frontex, she was Head of Operations Department and Head of Training Unit at CEPOL, the EU Agency for Law Enforcement Training. Ms Kalnaja has the professional experience of working in various public administration positions within the State Police of Latvia, including Deputy Chief of Police, Police Attaché to the United Kingdom in London, and Head of Sirene Bureau. Ms Kalnaja holds a Bachelor’s degree in Natural Sciences from the University of Latvia.

Cascading effects of crises: a new challenge for security research or just more of old troubles?

Isabelle Linde-Frech is a biologist and joined the Fraunhofer Institute for Technological Trend Analysis INT in 2012. Her research focuses on the strategic planning of security-related, capability-driven development processes, including the identification of innovation needs and the co-creative development of tailored technical and process-related solutions. Since 2019, Isabelle is leading the business unit "Technology and Innovation Planning" for civil public sector clients. Among other things, she is a member of the expert group of the Community of European Research and Innovation for Security (CERIS) and the expert group on the German security research program. In addition, Isabelle is a co-chair of the Working Group Security & Defense Research in the European Association of Research and Technology Organizations (EARTO).

Dr. Mattila is the coordinator of EU H2020 funded EU-HYBNET project. She is a Doctor of Philosophy (General History). Formerly she has worked as the head of the Project and Development Unit at the Crisis Management Centre Finland (CMC Finland) and in the Embassy of Finland in Tel Aviv and in the Finnish Institute in the Middle East alike in the Ministry for Foreign Affairs in Finland.

Michal Bijak, PhD professor at the Faculty of Biology and Environmental Protection of the University of Lodz. Currently, he is Vice Dean of the Faculty and Head of the Biohazard Prevention Centre. He has PhD degree in biological sciences with biochemistry as a specialty. Additionally, he graduated studies "Dangerous Materials and chemical rescue" at the Military Technical Academy in Warsaw and completed the INTERPOL training course "Evidence Collection during a Biological Attack". He was an expert in "The Interministerial Task Force for improving arrangements of cooperation and management actions at the scene of a terrorist attack with CBRN agent". His specialization is biological threats, with an emphasis on detection and spreading methods. Experience in testing of equipment and procedures concerning CBRN threats detection as well as in the preparation of CBRN reaction schemes for responding agencies. Evaluator of the National System for Detection of Contamination and Alarming under the Ministry of Defense. High level of experience in CBRN training preparation and implantation for various services (police, border guard, armed forces, firefighters etc.). Coordinator of several EU funding projects dedicated to responding to CBRN threats such as SAFE STADIUM, MALL-CBRN, and HOTHREAT. Participant of the EC CBRN Advisory Board. Prof. Bijak is also an author of research papers related to the methods of bioterrorism detection and counteraction of this type of attacks published in law enforcement journals.

He is Bachelor of Biology Science and Chemistry as well as he is Master of Science in Environmental Health. Mr. Rafael has a large experience in the port sector focus on the Environmental protection, Safety and Security. Previously he worked as operation manager in the international company SGS (Société Générale di Surveillance) Currently, Rafael coordinates many European Projects since he joined to the Port of Valencia (Spain) in 2003. Projects with the aim of bringing innovation to the ports sector in the fields of cybersecurity, resilience, critical infrastructures protections and hybrid threats along the supply chain. Last but not least, Rafael is member of TRANSSEC (Transport Safety and Security European Group). In this regard, he has cooperated on the ENISA guidelines focus on “good cyber practices on cybersecurity in ports”. Rafael has been coordinator of the SAURON ( www.sauronproject.eu) and participates in the current PRAETORIAN project about cascading effects in CIs.

Annemiek Nelis started her career her career in academia. In 1998 she obtained her PhD in the field of social science and technology. For 10 years she worked at different universities both in the UK and the Netherlands. In 2009 Annemiek left academia to work for the Dutch Safety Board (OvV). She was responsible for the investigations in health care and crisis management. In 2014 Annemiek jointed the Ministry of Justice and Security as director of protection and surveillance and protection of civil aviation of the National Coordinator for Security and Counterterrorism (NCTV). In 2021, during COVID, Annemiek worked for the National Institute for Public Health and the Environment (RIVM), managing laboratories in the field of infectious diseases. In 2022 Annemiek moved back to the Ministry of Justice and Security to become director of Innovation, Science and Strategy.

She has degrees in electrical engineering (Colombia), Masters in Aeronautical maintenance and Production (France) and PhD in Safety Management and Resilience Engineering (Norway) and more than 30 years' experience within the industry, academia and research for aviation, petroleum and recently healthcare domains. Lately, she has worked at the Research Council of Norway with advisory responsibility to the government and Norwegian participants in European funded R&I related to digital and societal security. Since 2004, she has worked as an independent expert for the EC, acting as an evaluator and reviewer of research activities. A common feature of Ivonne’s work has been a holistic perspective that covers technological, organizational and societal aspects creating a safer society by strengthening resilience.

Christina Andersson has a background as a journalist, but has worked with risk communication since 2009 and contributed to introduce and develop the subject area at MSB. In 2017 she took the initiative to the Swedish Preparedness Week and was also project manager for the booklet If Crisis or war comes, that MSB distributed to all households in Sweden in 2018. In 2024 she will manage an EU-project that will support the implementation of the Union Disaster Resilience Goal (UDRG) - to increase risk awareness and preparedness of the population with an EU-added value.

Christina Andersson has a background as a journalist, but has worked with risk communication since 2009 and contributed to introduce and develop the subject area at MSB. In 2017 she took the initiative to the Swedish Preparedness Week and was also project manager for the booklet If Crisis or war comes, that MSB distributed to all households in Sweden in 2018. She is member of the Scientific Council of Elcano Think Tank and member of the Advisory Council at the Chair in Refugees and Forced Migrants at the University Pontificia of Comillas. Her research focuses on Justice and Home Affairs policies in Europe. Among her recent research projects: - She has been the scientific coordinator and led the WP on “Implementing public policies to prevent violent radicalisation” [H2020 project PRACTICIES (2017-2020)] - She has coordinated the project “COUNTERRADHUB. UD has been the Scientific Coordinator of the H2020 project RESILOC (Resilient Europe and Societies by Innovating Local Communities).

I am Professor at the Universitat Politècnica de Catalunya, BarcelonaTech, (UPC) and Director of the Centre of Applied Research in Hydrometeorology of the UPC (UPC-CRAHI, http://www.upc.edu ), which is an innovation center associated to the Civil Engineering School of the UPC, and to the Network for Technological Innovation of Catalonia. From CRAHI we have coordinated several EU projects as GOBEYOND (HE-DRS), ANYWHERE (H2020-DRS), UCPM prevention projects as EDERA, ERICHA, EDHIT and HAREN, or IMPRINTS (FP7). I am Professor at the Universitat Politècnica de Catalunya, BarcelonaTech, (UPC) and Director of the Centre of Applied Research in Hydrometeorology of the UPC (UPC-CRAHI, http://www.upc.edu ), which is an innovation center associated to the Civil Engineering School of the UPC, and to the Network for Technological Innovation of Catalonia. His work deals with risks, crises or disasters resulting from the interplay between water, environment and society with a focus on hydroclimatic extremes, i.e. droughts and floods. Prof Akhgar is founder of the CENTRIC OSINT Hub, which is used by a wide range of law enforcement agencies in UK. He is currently responsible for 35 large scale security sensitive projects. Prof Akhgar was Trustee of the Police National Legal Database (PNLD) for 2 years and chairman of the Police Strategy Forum (2016). Prof Akhgar is further member of the Academic Advisory Board of SAS UK and since 2019 Board Member of NEBRC (Cyber Protect). Prof Akhgar is Co-I of the UKRI funded 3PO Project (£3.4M) which develops solutions for the protection of police officers and their families against online harms.
